Author Notes
A commissar is an officer in a secret police unit (think KGB or Gestapo). This poem describes one of the intimidation tactics utilized by secret police in many authoritarian regimes. They would break into someoneā??s home (without damaging any doors or windows), place an ashtray they brought on a table, light up a cigarette, and after taking some drags leave it behind for the owners to see.
