Who's the Idiot?

100 Word Dash Contest Winner
Joe stopped the car. Jacob, his five-year old, jumped out and began running around. Joe realized he was getting near an embankment, rushed out and caught him two steps from the edge of a fifty foot drop.
Clutching his son, he watched the car roll past them, down the embankment.
The summons was checked; failure to apply emergency brake. Cop contended it only takes two seconds to apply the brake.
Father retorted that Jacob could have perished in that time.
"Then I would have ticketed you for child endangerment!"
