The photo is of a three year old Syrian boy who fled with his family on a boat. He drowned and his body washed up on a Turkish beach.
In 1939 a ship carrying 900 Jewish refugees fleeing the holocaust were turned away after reaching Miami. FDR blocked US newspapers from reporting on the holocaust. So the Miami authorities knew nothing about it. The ship returned to the Netherlands. Two hundred fifty of the passengers later died in concentration camps. Here is the article.
