Peggy Barton seems headed for a big heartbreak. Why is it so hard for some people to see the handwriting on the wall. Even when it is written in a language they can read and understand. No has always meant no. Despite the yearning of the heart.

I don't agree with the reviewer as to length. Do, instead, what the story needs for its telling. You are an engaging writer. Your readers won't let you, or your characters, down.
Chuckling the mayor said, "That's right you're new to town." [You really need a comma after "Chuckling" (Unless the Mayor's name is Chuckling), and after "right".]
I don't think we're entirely free of Peggy. See seems too pigheadedly resilient.

We are not free of Peggy. She will return. I thought I had all those commas this time. I have added the missing comma. Thank you for the catch.

Barbara!! I didn't realise I hadn't read the previous chapter! I'm so sorry. I've just read it and then carried on with todays.
The Mayor is right, Seth has to do something to get Peggy out of his hair, and to stop harassing Emma. As for the chapter being too long, my chapters are always over 1600 words! Perhaps she doesn't read mine!!! Lol. This was a lovely chapter, my friend, sorry about last week. My mind has been with my brother. Love and hugs, Sandra xx

Barbara!! I didn't realise I hadn't read the previous chapter! I'm so sorry. I've just read it and then carried on with todays.
The Mayor is right, Seth has to do something to get Peggy out of his hair, and to stop harassing Emma. As for the chapter being too long, my chapters are always over 1600 words!
