words in red refer to death, right?

If Homeless Billy no pals is deaf w/o hearing aids, does that mean he doesn't sign the paper? If so, why does death laugh at the end?

Hi Mary, you got part of it. The clue is in the sub heading, POSSESSED. It means that Billy, want's to sign his soul to the devil. But being blind and deaf just waits and waits. This is very funny to the devil.
